Its been a lot of years and a lot of water has gone under the bridge since this was passed. I read significant portions of the bill that President George Bush (41) would not sign due to its needing, as I understand, better copyright protections and protections for our trucking industry and highway safety. What I have been told is that President William Clinton signed it without regard for those things in order to advance some (any) legislation in a stagnated early presidency. Can anyone confirm or deny these notions?
